Stephen Morgan is the Member of Parliament (MP) for Portsmouth South, a seat he took with a 21.5% swing, one of the largest in the country, in the 2017 General Election. Stephen was re-elected in the 2019 election.

He has previously served as Shadow Armed Forces and Defence Procurement Minister, and Private Parliamentary Secretary for the Shadow Secretary of State for Communities and Local Government. He has sat on the Public Accounts Committee.

Stephen was appointed as Shadow Minister (Education) (Schools) in december 2021

Penny is a patron of the Victoria Cross Trust and Enable Ability, a Trustee of the Wymering Manor Trust and a Scouting Ambassador for Portsmouth.

In 2015, Penny was appointed as the Minister for Armed Forces and is the first female member of parliament to hold this position.

In 2016, Penny was appointed as Minister of State for Disabled People, Health and Work.

In November 2017, Penny was appointed as Secretary of State for International Development.

She was Minister of State at the Department for International Trade from 16th September 2021 until 6th September 2022.

Appointed Lord President of the Council and Leader of the House of Commons on 6 September 2022.
